Interior shutters are a great addition for windows. Inside mounts can be tricky, though. If you have double-hung tilt-in windows they are trickier still.
In order to tilt your windows in for cleaning the window jamb must be free of obstruction else the sash cannot pass. You cannot, therefore, use shutters with frames or hangstrips. In some cases, it is possible to ‘direct-mount’ which means attaching the panel hinges to the jamb itself. This may or may not permit tilting but, in many cases, you can remove the panels by popping out the hinge pins thus allowing the tilt.
I’ve seen installations where this was not taken into consideration and customers are understandably unhappy.
If you are purchasing your shutters, particularly through a box, online or chain store, be sure to raise this concern. Mention it to your sales consultant. Make sure the measurer takes this into consideration and notes it.
